When I drag multiple images onto a plot and they are different sizes, the smaller graphic automatically takes on the proportions of the larger if they overlap. Recreate this by adding a large image and then drag a much smaller image like an icon to a portion of it.

I guess you were dragging images from the image dock to the editing area?
When dragging image from image dock to an existed Image element in the plot, ForeUI will regard this as a replacement. That means the content of the existed image will be replaced by the image being dragged.
There are two workaround to avoid this happen:
1. drag image from image dock to blank area of the plot, then move it to desired position.
2. drag an empty Image element from left category to the editing area, then drag image from image dock to the empty image element.
